A high profile burglary of emeralds from a jewelry shop seems to bear the trademark of Manuel Palmeri, a master jewel thief confined to his Paris apartment in a wheelchair. Despite his record, Maigret has a fondness for the criminal and after he is found shot to death, the murder investigation becomes his top priority. When the Chief Inspector discovers that the venerable apartment building is owned covertly by Palmari's mistress, he is convinced that the solution to both crimes lies among the surviving tenants of the building, a very eccentric group that includes a deaf-and-dumb Belgian model maker, a gossipy elderly woman with a penchant for parrots, a flashy but unpleasant salesman, and a cantankerous concierge.
