An M9 agent, Davis, is murdered in the Caribbean while investigating illegal arms deals. The deals are supposed to be the precursor to an armed overthrow of the government. Drake is sent to take his place and investigate and stop the dealings. The chief suspect is an opposition leader in the parliament. To get closer to the plotters, Drake takes on the role of an arms dealer. However, he didn't count on being held hostage until the arms are delivered and a visit by his competitor.
