Oliver Krangle is a man obsessed with one thing: evil and exposing it. In his self-contained little world, Oliver tracks down all sorts of information on these 'evil people,' harasses them, and even calls their employers to tell of their subversive behaviors.
One day as Oliver goes about his work, his landlady drops off mail, and when she questions his work, Oliver pulls out a file card with information on her. As she looks at him like he was a man both crazy and obsessed, Oliver then proclaims that come 4 o'clock, he is going to do something about all the evil people in the world...
